As rotting garbage bags pile up in the Del Monte's bedroom, the couple is still waiting for a caregiver from Sacramento County's In-Home Supportive Services program (a self-direction program). According to a program representative, "the IHSS recipient acts as the employer for the caregiver and as the employer it is their responsibility to locate, hire, supervise and terminate their own provider.
